The NPC who gives it to you is actually a shark enemy, so you might miss him at first. He'll tell you to jump in the water to begin the quest. This isn't a joke. Just buy some veggies at a restaurant, drop them into the stand, then go somewhere else for a few minutes so they can sell. You can check your map to see if your veggies sold by highlighting the Everstands icon.
